Public Participation Networks are not for the public they are for groups.

The PPN will be the main link through which the local authority connects with the community, social inclusion and environmental sectors without prejudice to other consultation processes.

Fingal County Council's PPN page does not make that point but they have called them Fingal Community Network which is a little better.

The Local Economic and Community Plan (LECP) is being prepared by the Local Authority and the LCDC. The economic element of the plan will be developed by the Local Authority and the community element will be prepared by the LCDC. Both elements will be integrated into a Local Economic and Community Plan and adopted by Fingal County Council.
